Enterprise Siebel CRM Developer and Administrator

Siebel Developer Tasks

Document current Siebel developer environment and code in a report and provide it to the Department’s Contract Manager;
Define and document the technical design of the Siebel solution, including facilitating reviews and approvals;
Perform business unit and system testing, to ensure conformance to detailed requirement specifications as assigned by the Department’s Contract Manager;
Perform thorough unit testing of the developed modules including demonstrating the solution;
Develop test scripts to support unit testing and work with business users to develop test plans to support user testing;
Develop and configure the Siebel technical modules including integrations as defined in the technical design document;
Provide support during system integration and performance testing;
Provide support for the deployment and migration of the configured Siebel solution across the various information technology environments of the Department;
Provide maintenance and support for the Department’s software applications as needed;
Resolve issues that occur in applications requiring modification of their source code;
Implement new features to the software as necessary;
Provide training and knowledge transfer as requested by the Department to include necessary support during end-user training as required;
Document any modifications to the Siebel system;
Provide support to the business units in the correction of data, regeneration of reports, or other data related activities;
Extract and insert data as needed; and
Assist customers with system errors that are reported and assigned via the Department’s OIT helpdesk.

Siebel Administrator Tasks

Provide maintenance of day to day administration activities and resolution of issues that occur related to Siebel administration;
Document current Siebel configuration and processes in a report and provide it to the Department’s Contract Manager;
Monitor and respond to work orders logged within the Remedy change control system related to the administration of the system;
Add, delete and change permissions within the Siebel system based on work orders from the business unit;
Document any modification to the Siebel system;
Provide training and knowledge transfer as requested by the Department.

General Tasks

Follow OIT’s Administrative Policies and Procedures;
Follow the Department’s change management process and perform required tasks;
Take direction from OIT’s senior leadership, and work with OIT staff and management to support all activities related to financial support systems and other related areas as needed;
Serve as subject matter advisor to the Department;
Assist in planning, strategy, and execution activities associated with the design, development, and deployment of the Siebel solution;
Provide all documents, software, and other project artifacts to the Department related to this SOW;
Complete exit transition services as specified in section 8.b. below and include the following additional information and items:

Facilitation of lessons learned meetings;
Creation of a lessons learned document related to work performed under this SOW; and
Provide all documents, software, and project artifacts related to the work performed under the Purchase Order.

Perform other tasks as determined by the Department’s Contract Manager.

Minimum Qualifications.

Ability to communicate effectively (verbally and in writing) with Department staff;
Experience using of Microsoft Visual Studio, Microsoft Office suite, SharePoint, and Visio;
Production experience using modern integration and interoperability tools, suites, and techniques;
Demonstrated understanding, expertise, and (“in production”) implementation of integration standards and principles contained in an industry-recognized enterprise architect framework;
Experience using basic networking concepts, and windows/Unix OS;
Experience using Java, HTML5, CSS and JQuery – 5 years;
Experience using technical and functional out-of-the-box features of the Siebel platform;
Experience using Siebel CRM, and Siebel business rules engine – 8 years;
Experience using CRM configuration and dimensional modeling – 8 years;
Experience configuring and developing Siebel architecture and framework including the configuration and use of Siebel workflow, Seibel communications, Siebel Enterprise Integration Manager, Siebel segmentation, and building web services – 8 years;
Experience configuring and integrating the Siebel CRM application using Siebel tools, Siebel eScript, Siebel Enterprise Application Integration, Oracle Business Intelligence Enterprise Edition, Oracle BI, and Intelligent Bursting and Output Tools (IBOTS) – 8 years;
Experience implementing software solutions using BI Publisher, ETL – 8 years;
Experience configuring and developing enterprise solutions using Siebel – 8 years;
Experience developing and maintaining database driven web-based applications – 8 years;
Experience using Oracle database platform through Oracle 12C – 5 years;
Experience developing database driven applications in a Microsoft Visual Studio.Net environment with C# and SQL Server – 4 years;
Experience using Microsoft SQL Server through 2014 – 4 years;
Experience using Crystal Reports Server and SSRS – 5 years; and
Experience using Microsoft Team Foundation Server and Microsoft Test Manager – 4 years.

Preferred Experience.

Familiarity and experience with the Department’s Division of Consumer Services business systems, processes, and rules;
Familiarity and experience with the Department’s security and information technology policies and procedures;
Experience with Control-M, IBM FileNet P8 platform, and Windows Task Scheduler;
Experience developing applications for OIT; and
Experience with newer integration and interoperability patterns such as applications and services architecture, micro-services, and software-defined application services.

Educational qualifications meeting at least one of the following levels:

1) A minimum of a bachelor's degree in one of the computer science fields or in management information systems or four years of work experience in information technology, systems analysis, management analysis, program planning, program research, or program evaluation.
