Job Description :
The Consultant will be responsible for performance of the following duties and responsibilities:
collaborate with Project Director to develop team work plans and set priorities for work assignments undertaken by the team;
1. Assign work to team members and monitor their progress, and work with staff to develop time frames around critical dates to ensure timely completion of assignments;
mentor team members, encourage professional development, develop training plans with staff that will enhance the team’s ability to deliver solutions, and assist staff with new technologies and resolution of technical issues;
2. Collaborate with business analysts and other users to gather and refine system requirements and functional design;
3. Analyze functional requirements and develop technical requirements;
4. Apply appropriate technology as a solution to the business problem;
5.Assist team members in the creation of design documents and other related system documentation, and review and approve final technical design;
6. Assign development tasks to team members and assist as needed;
7. Provide CMS coding specifications and standards, and validate code against those standards;
8. Conduct technical walkthroughs of proposed system changes;
9. Manage unit testing following defined testing methodology;
10. Assign testing and quality assurance tasks to team members and assist as needed;
11. Conduct code reviews and recommend changes;
12. Manage and monitor user acceptance testing of all code changes in a test environment, resolving any defects;
13. Conduct on-the-job training in PHP/CMS implementation for two or more state staff; and provide post-production maintenance and support.

REQUIRED SKILLS

The Consultant must meet the following minimum qualifications:
36+ months of experience with:
o  PHP, HTML, & XML;
o  installing, setting up and configuring open source CMS;
o  coding web pages that meet Americans with Disabilities Act (ADA) accessibility guidelines;
o   gathering, documenting, and managing functional requirements and developing technical requirements; and
o  managing and monitoring unit and user acceptance testing, following a defined testing methodology, and resolving any defects.
24+ months of experience with:
o  responsive design;
o  cross-browser compatibility; and
o  MySQL.
