Job Description:
The New York State Board of Elections requires a new system to manage candidates for public office and to meet campaign finance law requirements. The current system is 20+ years old and is obsolete. The new system will be implemented using Microsoft technologies including Internet, .Net and SQL Server.
The consultant will serve as a .NET Developer implementing the new CAPAS/FIDAS system including:
Analysis, design, prototype/wireframes, coding, component and assembly testing of all application code owned by the Application Team
Maintenance (including production support), enhancement and development work
Mentor SBOE staff on .Net implementation
Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversion
SKILL MATRIX:
1. 72 Months experience in creating secure web applications in Microsoft .Net in a team environment. #of months 12
2. 36 Months experience programming applications in Windows Communication Foundation (WCF), MVC, JQuery, JSON, and CNET, using .NET Framework 4.0 or above #of months 12
3. 24 Months experience in designing/architecting web applications which:
1) Meet accessibility laws and regulations
2) Are responsive: able to be viewed on multiple different platforms and screen sizes (Desktop computer, tablet phone etc using the same code base. #of months 10
4. 60 Months experience in developing stored procedures, functions, packages in MS SQL Server 2008 or higher using TSQL #of months 10
5. 24 Months experience writing unit tests #of months 8
6. 12 Months experience maintaining application code in Team Foundation Server #of months 8
7. 6 Months experience in development using Agile/Scrum #of months 8
8. 12 Months experience creating reports using SQL Server Reporting Services (SSRS) #of months 4
9. 60 Months experience in designing and creating relational database structures in SQL Server to meet business needs #of months 4
10. Bachelor’s Degree in an Information Technology related field, from an accredited institution. #of months 4
