POSITION OBJECTIVES: To provide skilled and specialized line design services consistent with engineering standards and procedures in order to help meet the objectives of the Engineering Department and the Cooperative; to provide improved customer service in the form of better coordination, planning, and execution of larger and longer term construction projects; and communication in a team oriented environment in accordance with the vision, mission, and values of the Cooperative.

EDUCATION: Require Associates degree related to electrical distribution systems. Require courses for staking technician and additional courses in transformers, power substations, voltage regulators and generators, plat layout reading, engineering planning, and engineering economy. Require Line Design & Staking Certification Program Level III.

EXPERIENCE: Require five (5) years of experience in electric distribution work including progressive engineering work related to staking layout for construction, mapping and line construction specifications. Require experience in physical design and layout of single phase overhead and underground primary distribution lines, extensions of three phase overhead and underground primary distribution lines, underground subdivision and commercial layouts, single phase and three phase overhead and underground transformer installation. Require knowledge of substation operational procedures and standard to commercial outdoor lighting designs.

KNOWLEDGE: Require a working knowledge of electrical distribution line design fundamentals, including single phase and three phase primary line extensions, line construction materials and methods, sizing of transformers, metering and selection of advanced protection devices. Require a working knowledge of electric distribution design for application of sound engineering practices in construction layout of service drop locations, single phase and three phase line extensions, sizing of transformers, reclosers, regulators, preparation of CAD drawings, drafting and surveying. Require a basic knowledge of circuit loading and phase balancing. Require thorough working knowledge of JEMC staking activities, JEMC construction specification manual, geographic information system, work order processes, and customer relations. Require proficiency to utilize all computer systems used in the work order process, including the work order program, customer information system, and automated staking system. Require a knowledge of the basic principles of electricity, AC circuits and standard voltage and service configurations.

SKILLS AND ABILITIES: Requires the ability to provide effective leadership, guidance, training, and direction. Requires the ability to be objective, reliable, and prompt in performance of duties. Requires the ability able to interpret and apply established procedures which relate to assigned responsibilities. Requires the ability to apply the required technical knowledge and experience in performing the staking of single and three phase line extensions, relocations and conversions, sizing of transformers, conducting voltage checks, sketches and posting of maps, and completion of related reports with normal supervision. Requires the ability to apply codes and procedures and exercise judgment in broad aspects for occasional independent action or decision. Requires the ability to meet schedules and standards of assigned work and contribute to an effective flow of work. Requires the ability to provide effective work direction to insure a good working relationship, teamwork, and a productive environment. Requires the ability to develop and maintain effective, supportive relationships, influence others to the desired course of action while in contact with members during discussion of problems and issues, and gain their understanding and acceptance of the Cooperative''s policies, rules, and regulations.


WORKING RELATIONSHIPS AND CONDITIONS:

Reports to: District Engineering Supervisor or Field Engineer II or Director, System Engineering, as assigned by area

Directs: None

Internal: Actively participates within the Cooperative team environment to develop supportive relationships essential to the success of the functions of this position and to the overall Cooperative spirit.

External: Develops and maintains supportive relationships with member/consumers, the general public, and other external contacts to assure positive results.

This position is primarily sedentary work; requires visual acuity in machine operation with inspection; requires ability to hear, talk, and perform repetitive motions; and is not substantially exposed to adverse environmental conditions.

ESSENTIAL FUNCTIONS


1. Provide project management services on projects requiring specialized coordination and communication between Jackson EMC personnel and customers, developers, or other affected entities.

2. Serve as primary contact to assigned large customers regarding questions of service and company policies.

3. Provide expertise in all aspects of staking and design, including but not limited to multi-phase overhead and underground subdivisions, complex lighting layouts, multi-phase extensions into commercial and industrial parks, etc. Design jobs as required in support of the Construction Work Plan.

4. Be familiar with standard utility materials and construction methods to provide expertise in the design and layout of electrical construction.

5. Generate work order package according to departmental procedures. Proficiently utilize all computer systems used in the work order process, including the work order program, customer information system, and automated staking system.

6. Coordinate job assignments with JEMC personnel, other utilities and governmental bodies, including obtaining required permits, obtaining underground conductors locates, and work involving joint use agreements. Obtain right-of-way easements and properly fill out all related documents as required.

7. Communicate with members regarding provisions of the JEMC Service Rules and Regulations, requirements for service, timetables of construction, electric rate schedules, and fees for services provided by JEMC.

8. Maintain the territorial integrity of the Cooperative’s assigned area utilizing knowledge of the Georgia Territorial Act and Cooperative’s service territory.

9. Maintain a thorough knowledge of the National Electrical Safety Code (as it applies to appropriate clearances to the line construction design, including all vertical and horizontal clearances and clearances to other utilities), the National Electric Code (as it applies to requirements of construction by members and interface with the utility), JEMC line specifications, the Cooperative Service Rules and Regulations, Georgia Territorial Act requirements and all related Cooperative policies regarding line extension.

10. Execute the requirements of the Cooperative’s joint-use agreements and coordinate all work as necessary noting special conditions or billing requirements on work orders. Perform audits and inspections of joint-use facilities as required. Coordinate with other utilities for joint-use attachments and/or ditch space in underground developments.

11. Maintain a thorough knowledge of state and local DOT requirements and regulations. Prepare all applicable and necessary permits and coordinate relocation projects. Determine whether project includes refundable activity.

12. Provide engineering field assistance to operations personnel as required or directed.

13. Provide technical assistance during emergency outages as required or directed.

14. Attend job training and safety meetings as required.

15. Be familiar with and follow the best safety practices set forth in the Cooperative''s Safety Manual.

16. Attend and participate in annual meeting as required or directed.

17. Perform such other duties as may be required or directed.
