POSITION OBJECTIVES: To provide design, configuration, maintenance and support services to operational database systems; to ensure availability and integrity of data across multiple platforms and functional area systems. To work and communicate in a team-oriented environment in accordance with the vision, mission, and values of the Cooperative.

MINIMUM JOB SPECIFICATIONS:

EDUCATION: Require Bachelor’s degree in Computer Science or other Information Technology field. Prefer the Oracle Certified Associate/Professional credential or above.

EXPERIENCE: Require a minimum of five (5) years progressive experience, preferably in the electric utility industry, directly associated with enterprise level database design, configuration, administration, and performance tuning. Require a minimum of three (3) years’ experience with the operating systems and data management systems in use at the cooperative is also required. Prefer experience in Linux administration is preferred.

KNOWLEDGE: Require in-depth knowledge of information systems theory with specific working knowledge of data management and information access techniques. Require thorough knowledge of industry-standard structured query and procedural languages, database management tools, and database design techniques and methodologies. Require the ability to pursue a continuous program of self-development both inside and outside of work hours in furthering his/her knowledge to develop in the job and accept increasing responsibilities.

SKILLS: Require excellent communication skills, both written and oral, and the ability to work in a team environment. Require excellent planning and organizing skills, as well as the ability to translate general information into the technical structure to support database and application development efforts. Require the ability to install and configure data management systems, design and manage databases and underlying hardware, ensure data integrity, monitor existing information management structures, and fine tune for optimum performance. Require the ability to diagnose and resolve data access problems. Require the ability to design and implement sufficient operational measures to maximize time between failures and minimize time of recovery from failures.

Reports to Director, IT Infrastructure and Data Integrity
Directs: none
Internal: Actively participates within the Cooperative team environment to develop supportive relationships essential to the success of the functions of this position and to the overall Cooperative spirit.
External: Develops and maintains supportive relationships with member/consumers, the general public, and other external contacts to assure positive results.
This position is primarily sedentary work; requires visual acuity in machine operation with inspection; requires ability to hear, talk, and perform repetitive motions, and is not substantially exposed to adverse environmental conditions.

ESSENTIAL FUNCTIONS
1. Maintain an intuitive understanding of technology within a data-driven culture, and a comprehensive knowledge of information technologies and business solutions in use at the Cooperative.
2. Maintain thorough and up-to-date knowledge of information technology trends, system software and end user technology tools and solutions.
3. Design, develop, and/or configure databases and related application software with appropriate characteristics for high performance and availability.
4. Monitor database activity and resource usage, analyze results, tune for optimum performance and space utilization, and adjust parameters as required for optimum data throughput and data integrity.
5. Design, maintain, and periodically test procedures regarding data backup to ensure recoverability in the event of a system or database failure. Ensure that such procedures will minimize the amount of time necessary to recover from such failure.
6. Ensure compliance with database vendor software and hardware licensing policies.
7. Review activity logs and identify instances of possible information security infractions.
8. Confer with software developers or other technical personnel regarding design or implementation of new applications and ensure that database structures support the needed function.
9. Oversee and document any changes to database structures.
10. Maintain and document separate test and production database environments.
11. Maintain proficiency in the use of database tools and related software and programming languages.
12. Attend training sessions as necessary to maintain up-to-date knowledge of information technology trends and database and application software.
13. Notify immediate supervisor of equipment or software malfunctions and suspected malfunctions or deficiencies that may affect data integrity or performance.
14. Maintain and promote a high level of awareness regarding cyber threats from both internal and external sources. Promote and comply with cybersecurity policies and best practices.
15. Ensure familiarity with and follows the best safety practices set forth in the Cooperative’s Safety Manual.
16. Attend and participate in the Annual Meeting, as required or directed.
17. Perform such other duties as may be required or directed.
