Position: Data Specialist (Data Analyst)

Location: Boulder, CO

Duration: 4 Months with possible extension

Client: Boulder County Elections Division

Job Objectives:

Create, maintain, manage, and interact with operational and analytical tools which assist elections staff in ensuring the integrity of voter and elections data
Manage and execute SCORE (Colorado statewide voter registration system) election management activities from set up to closing the election
Create and reconcile the Boulder County Elections Abstract and Canvass summary report

Duties:

Learn, understand and ensure the confidentiality and privacy of voter information
Develop and maintain Standard Operating Procedures (SOPs) which document and support job responsibilities:
Design, build and analyze databases and reports to assist staff in ensuring voter registration accuracy
Voter Registration (National Change Of Address, Standard Audits, voter merge, mailings)
Address Library (district audits)
Design and produce data and reports for public access
Voter Statistics

Vote History
Voter Lookup
Public exports
Custom data requests
Manage and execute the SCORE election processes, including setup, ballot batch extraction, processing, reporting, and system configuration.

Reconciliation and Canvass:

Create and reconcile the Boulder County Abstract and Canvass summary report
Build, produce, and analyze election databases, data queries and reports to assist staff in reconciling sub-processes: Voter Service and Polling Centers (VSPCs), In-office printing/Daily Ballot Log, Landowner ballots, Health Care Facility (HCF) ballots, and tabulation
Support staff in troubleshooting reconciliation issues

Elections Division Support:

Design, build, and execute databases and reports as needed to support election processes as needed (i.e. Election Costing and Billing, mail sorter testing, Election Night Reporting, Everyone Counts (military and overseas voters), Print Vendor, Communications, Ballot Batches, etc
Design, build, and execute operational and analytical applications as needed to support election processes as needed (i.e. Calendar Maker, Process Verify, Election Results Maps, Sample Ballot Copier, Data Warehouse, Standard Audit application, Dashboards, Data Entry Tracking, etc
Track information requests provided to internal and external customers
Implement organizational processes for organizing and archiving election data
Work with County IT staff and supervisor on database design, application specifications, and testing in support of developing and enhancing applications for Elections


Required Skills:

Education: Bachelor’s degree in Computer Science or related field.
Experience: Three or four years of experience working with a variety of hardware and software systems
Advanced knowledge and experience with Word, Excel, Access and Outlook
Relational database theory and practice with MS Access and SQL Server, including import/export, table design and build, query and view building, SQL language, T-SQL including stored procedures and functions, and Access report writing.

At least two years of experience with: Visual Basic/VBA, XML
Not required but would be a plus if candidate has some knowledge of Colorado election law and SCORE
