The ideal applicant should have all the required skills and at least half of
the desirable skills.

Requirements:

Solid understanding of XML Schema with a minimum of 2 years
hands-on experience developing XML Schemas
Some familiarity with XSLT and Schematron
Experienced in translating business requirements into data
elements resulting in detailed data element tables
Understanding of business processes and flows and how to relate
this to data requirements and data element structures
Ability to perform gap analysis, such as to compare different
versions of a service (i.e., based on Interface Control Documents)
Can work effectively with business analysts, testers and Java
developers in small or large teams
Demonstrates good verbal and written communication skills
Desirables:
Hands-on experience with oXygen XML Editor and/or XML Spy
Working knowledge of ISO/IEC 11179, especially part 4 (formulation
of data definitions) and part 5 (naming and identification principles)
Working knowledge of NIEM and the NIEM Naming and Design Rules
(NDR)
Familiarity with Agile and Scrum methodologies (and optionally the
Scaled Agile Framework (SAFe
Health care domain knowledge, especially health insurance and/or
CMS contracts
Good understanding of logical and physical data modeling with
hands-on experience of 2 or more years
Good understanding of UML
Familiarity with MagicDraw
Familiarity with XQuery
Familiarity with MarkLogic
Experienced with Microsoft Visio and all Microsoft Office programs
Duties:
Derive and refine detailed data element tables based on business
owner''s explanations of business requirements
Create and maintain XML Schemas (mostly NIEM-based) for web
services using oXygen XML editor or MagicDraw with NIEM UML Plugin
Work in Scrum teams with frequent meetings following Agile
methodology
Deliver schema changes with quick turnaround to keep within
monthly sprint schedules
Support our Regional Technical Support team in addressing
questions from states and government customer
Participate in regular calls with government customer
Support after hours or weekend deployment activities and
troubleshooting, as needed
Create and maintain XSLT and Schematron to support web services
Perform gap analyses, as needed
Develop and maintain logical data models using UML principles, as
needed
Create data architecture Visio diagrams, as needed
Write or modify XQueries to be executed against MarkLogic
databases, as needed
