Functional Job Title: Data Analyst


SUMMARY OF THE FUNCTION/ROLE
The Administration for Children’s Services (ACS) is seeking a Data Analytics and Visualization programmer to help its Early Care and Education (ECE) division build efficient internal capacity to analyze and visualize its data to improve programmatic outcomes. The consultant will review and evaluate ECE’s Data Management and Systems (DMS) unit’s current use of division data in its system of record, ACCIS. This work will focus on the design and implementation of rigorous analytical methods to uncover hidden insights and identify programmatic opportunities. The consultant will employ many techniques as appropriate from data mining, statistics, modeling, machine learning and artificial intelligence to analyze current data to make predictions about the future.
The models will help ECE measure success and facilitate the improvement of quality childhood cognitive and social-emotional development goals. The consultant will improve ECE’s ability to explore data on the fly and connect it on premises or in a cloud environment. They will also help ECE access and combine disparate data with and without writing code so it can be pivoted, split, and managed to optimize all data sources. ECE has the need to answer deeper questions in order to drive programmatic outcomes in a positive direction. The consultant will help build the foundation to formulate powerful calculations from the ACCIS database and other sources to drag and drop reference lines, develop forecasts, and review statistical summaries.
This will allow ECE to make data driven policy decisions and communicate narratives to stakeholders using trend analysis, regressions, and correlations. The programmer will also help ECE build capacity to build interactive maps automatically with interactive visualizations that can refresh data instantly. This skill will create compelling narratives that influence senior management, line staff, and all ECE stakeholders. ECE has the need to convert ACCIS data into rich, interactive, web-based reports that are accessible from anywhere by authorized users.
ECE is also currently re-engineering its time, leave and attendance system, moving away from full-time/part-time to minute/hour. The consultant will assist in the development of a powerful online database with scalable cloud infrastructure using Microsoft SQL Server technology that’s reliable and secure. ECE staff needs to utilize new software to help grow its analytical proficiency. To accomplish division wide goals, individual ECE business units must rely more on automated reports and rigorous analytical methods.

SPECIAL REQUIREMENTS

Excellent Written and Verbal Communication
Education (or experience equivalent) in Data Science, Statistics, Data Analytics, Data Visualization, Database/Data Management (academic background, professional experience, and/or certification strongly preferred)
Social Services Analysis and/or Project Management experience preferred
CBAP, PMI-PBA, CCBA PMP, or related equivalent certifications preferred

Mandatory Skill/Expertise

Minimum of 8 years of experience writing application software, data analysis, data access, data structures, data manipulation, databases, programming, testing, implementation, technical and user documentation
Experience developing predictive models and visualizations for large complex social service agencies
Documented experience of strategic information technology management and change management
Documented experience of developing and implementing business plans and subsequent business strategies based on data analysis
Experience executing IT Business Analysis and/or Project Management as a key team contributor from initiation to deployment
Strong data analysis experience that includes competencies in data access and extraction, data analysis, data management, and report design (developing/ managing/ supporting data structures, data manipulation, designing/analyzing databases)
Data analytic and/or statistical programming, testing and implementation of data-driven solutions, technical and user documentation, software conversions in such environments that may include, but are not limited to, mainframe, mid-range, personal computers and laptop
Experience as lead or key support designing data visualizations, reports, statistical/data models for core business data-driven decision making and oversight of operational performance
Experience designing and implementing data-driven solutions


Desirable Skill/Expertise
Experience with Local and State Systems of Record for Child Care and related program service areas
Experience evaluating and transforming legacy enterprise applications
Experience navigating institutional organizations with large scale operations in both public and private corporations/organizations sectors: Technology, Telecom, Healthcare and Government
Strong core competency centered around data analytics, including, but not limited to, data mining, data modeling, data analysis, statistics and reporting, and data extraction
Background in Statistics and/or Data Analytics, Data Science
Experience using (and/or comfort leveraging) a range of data management, modeling and/or relevant data analytics software tools, including, but not limited to such tools as MS Excel, MS Access, IBM SPSS, Tableau Desktop (and server,) as well as potentially such tools as (or similar to) SPSS modeler, Oracle data mining, MongoDB for data management, MS SQL, MS SSRS, or other database and/or programming language equivalents
Experience writing and running original data and database queries (using such tools as MS Excel, MS Access, MS SQL, SSRS, and/or other database/ programming/ software development languages or relevant equivalents)
