Job Description:
The STARS application allows schools to record student scheduling and grades and reporting is critical for State reporting, compliance and information for schools and parents. Advance analyses teacher and student data to evaluate school effectiveness. The Career and Technical Education initiative collects and reports on programs within schools, which is supported by State funding. SESIS records all aspects of services provided to students with disabilities including documentation, compliance, budgeting for services and reimbursements. Given the complexity of systems deployed in the larger DOE enterprise, each project requires dedicated lead developers to support the development, analysis and reporting effort. The Senior Cognos Developer role is critical in successfully completing the design, development, and deployment of major applications within the DOE suite of in-house developed and maintained applications.
Under the direction of NYC Department of Education management, the consultant requires strong analytical and architectural skills with emphasis on developing and generating enterprise reports and managerial dashboard solutions for complex business problems. The primary responsibility will include plan and design software version upgrade; develop; implement; and maintain Business Intelligence reports and dashboards using various reporting and BI tools: Cognos version 10/11 Business Intelligence, Microsoft SQL Server Reporting, Microsoft Power BI and Tableau.
This will entail:
Participation in requirement meetings with end-users to understand and collect Business Intelligence (BI) report and Web content needs.
Document functional and technical specifications;
Develop BI analytical and reporting solutions based on user needs.
Develop and maintain interfaces using Cognos SDK.
Develop SQL queries & stored procedures.
Collaborate with other groups to design and develop new enterprise reporting solutions.
Tune the supporting queries and report build processes to improve end-user access response times.
Design, document and deploy the front-end components of analytical applications.
Assist in the rollout, maintenance and ongoing administration of these applications.
These activities will encompass all project life cycle phases including production support (24/7, if necessary) and documentation of all tasks in accordance with Department of Education standards
Candidates should have at least 84 months experience and a majority of the following should apply:

1. 84+ months of Senior Level COGNOS Development experience
Cognos BI experience including:
o Cognos 10.2 and above
o Cognos Framework Manager
o COGNOS Event Studio
o COGNOS Version upgrade experience.
o DMR Modeling, creating cubes and dimensional reporting. #OF MONTHS 15
2. 60+ months Working other reporting platforms such as Microsoft SQL Server Reporting Services #OF MONTHS 10

3. 60+ months Working experience with Crystal #OF MONTHS 5

4. 60+ months Working experience with Tableau #OF MONTHS 10
5. 60+ months Working experience with Visual Studio 2010 and above and Team Foundation Server #OF MONTHS 5
6. 84+ months Cognos SDK (Software Development Kit) code development using .Net and C# #OF MONTHS 5
7. 60+ months Relational/Star Schema modeling and design #OF MONTHS 10
8. Master’s Degree #OF MONTHS 5
9. IBM Certified Designer – Cognos 10 BI Reports and
IBM Certified Developer – Cognos 10 BI Metadata Models Certification #OF MONTHS 5
10. 60+ months working experience with educational systems software development #OF MONTHS 10
