Required Skills:
Minimum 60 months experience working directly with COBOL 74 and/or 85 programming on Unisys 2200 series or Clear Path mainframes. Experience should include monitoring production work including error diagnostic/debugging, system analysis and design, program, unit and integrated testing.
Minimum 60 months experience utilizing Unisys ECL, TIP and DMS 2200/RDMS.
Minimum 36 months performing real-time transaction programming using structured programming techniques, including system analysis and design, code walk-throughs and integrated testing.
Minimum 36 months in coordinating project activities among other team members, users and/or requestors.
Minimum 36 months managing application systems development


Project : Office of Information Technology Services (ITS) Human Services Cluster - Mainframe Application Development

Department: Information Technology Services (ITS)

Description: The ITS Human Services Cluster (HSC) performs application program development, maintenance, and enhancement activities for the various information technology systems that support the business of a number of State agencies, including Office of Temporary and Disability Assistance (OTDA), the Office of Children and Family Services (OCFS) and the Department of Labor (DOL OTDA, OCFS, and DOL are responsible for supervising the administration of human services programs provided under various Federal and State sponsored programs in a federated approach to deliver integrated human services in multiple systems. Many of these applications are within a mainframe environment utilizing COBOL technology. These systems include, among others, the Welfare Management System (WMS), Benefit Issuance Control System (BICS), NYC Payments System, Child Support Management System (CSMS), Client Notices System (CNS) and systems that support the administration of Unemployment Insurance.

Responsibilities:
Provide general system design, application programming, documentation, coordination of changes, and unit and integration testing of programs, as well as guidance and mentoring of other staff.
Programming tasks include complete unit routines or functional routines that make up discrete parts of functional units.
Programming will utilize structured COBOL.
Coordinate project activities among other team members, users, and/or requestors.
