Job Description:

Reviews, analyzes, and evaluates business systems and user needs. Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies. May require a bachelor's degree in a related area and at least 4 years or equivalent experience in the field or in a related area. Familiar with relational database concepts, and client-server concepts. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of Contractor staff. A wide degree of creativity and latitude is expected.

Provide business analysis and technical support for ODOT’s Strategic Business Services’ branch in the operational delivery and improvement of the Highway Division’s project delivery, resource management and performance measurement processes, including analysis of project delivery and resource management processes, improving all aspects of the project delivery, resource management and performance measurement processes, and designing and delivering process analysis documentation and data analysis/visualization reports to help inform decision making for ODOT Project Delivery.

Provide business analysis and technical support for ODOT’s Strategic Business Services’ branch in the operational delivery and improvement of the Highway Division’s project delivery, resource management and performance measurement processes, including analysis of project delivery and resource management processes and improving all aspects of the project delivery, resource management and performance measurement processes

Design and deliver process analysis documentation and data analysis/visualization reports to help inform decision making by ODOT Strategic Business Services, Project Delivery and Highway Division Management.

Monitor and track project delivery program and operational data; gather information or evaluate process and performance data; recommend refinement and development of operating procedures based on findings.

Integrate performance measures and their use into business processes; test, audit and validate system improvements to implement performance measures.

Track and monitor operational results from measurements.

Provide statistical analyses, data visualization, data cleaning and table manipulations and other products as requested from the Performance Measurement Program Manager and other staff from Strategic Business Services section

Synthesize analytical results into clear, understandable conclusions or recommendations, with uncertainties described and quantified where practical.

Provide data analysis using leading data visualization tools. Learn and master statistical discovery and data visualization tools: Power BI, JMP, Tableau, Qlick Sense, and other tools as available and appropriate.
