Job Requirements
1. B.A. or B.S. (focus in Computer Science, Information Systems, Business Management, Engineering, or related area of study is a plus
2. A minimum of 8 years of experience in a business analyst or a system analyst role; experience with Criminal Justice, Law Enforcement, or Courts systems is a plus.
3. Certified Business Analysis Professional (CBAP) certification is required; Certified Scrum Master (CSM) is a plus.
4. Results-oriented, technical and analytical skills, excellent organizational skills and detail oriented, with proven record for understanding stakeholder needs and developing creative solutions to add value to the client.
5. Clear written and verbal communication skills, with both technical and non-technical teams.
6. Ability to work independently and in a team.
7. Good understanding of the Requirements Process from elicitation to verification and validation.
8. Experience with Requirements Elicitation: apply different industry techniques to facilitate meetings and workshops, create a shared understanding with stakeholders, and engage team-members.
9. Experience with Requirements Analysis and Prioritization: collaborate with stakeholders and product teams to further refine requirements and prioritize based on alignment with strategic goals of the organization.
10. Experience with Requirements Documentation: experience applying industry best practices to express requirements.
11. Experience with Business Process Reengineering: analyze as-is and future model, and identify inefficiencies to optimize business process. Experience with Business Process Model and Notation (BPMN) and Visio.
12. Experience with documenting complex business and functional requirements for software development.
13. Experience with business use cases and mockups creation.
14. Experience with the development, implementation, and maintenance of large-scale software development projects.
15. Be able to serve as a Subject Matter Expert (SME) for one or more business processes and/or systems during all phases of the SDLS.
16. Be able to act as a liaison between the business area customer/user, testing groups and development groups to ensure that scope items for a release are accurately implemented and tested from the business perspective.
17. Be able to support and coordinate end-user activities, such as, user acceptance testing, documentation, and training.
18. Experience with relational databases (RDBMS), including but not limited to: Oracle 12G, SQL Server 2000, MySQL, MS Access.
19. Experience in isolating, replicating, reporting, and verifying defects and defect fixes.
20. Active participation in IT design reviews, to ensure compatibility and interoperability of computing systems.
21. The ability to review and analyze the effectiveness and efficiency of existing systems, and develop strategies for improving, or further leveraging, those systems.
