Description:
The Contractor will provide Business Analyst services related to the DSHS automated time, leave and attendance system. The resource will be expected to provide and take on, at minimum, the following services and responsibilities:

General Responsibilities:
The general responsibilities of the Business Analyst(s) will include but shall not be limited to the following:
Reviewing and assembling existing project documentation;
Facilitating future state business process mapping sessions based on existing as-is documentation;
Documenting future state business process and facilitating the approval process;
Performing requirements elicitation and validation sessions, documenting requirements, facilitating the approval process;
Developing the functional design documents and then facilitating the review and approval processes;
Supporting the validation of the configuration;
Supporting the development of the test plan, testing scripts and execution;
Updating business processes and designing documentation as necessary; and
Supporting the development of key project deliverables (such as the go-live cutover task plan

Roles and Responsibilities of BA
The roles and responsibilities of the Business Analyst(s) will include but shall not be limited to the following:
Identifying and understanding customer business goals and objectives;
Identifying and working closely with subject matter experts and other key stakeholders to produce the scope of work;
Facilitating meetings and working sessions as needed;
Performing documentation of the scope of work items at a high quality based on industry standards;
Acting as the liaison between the business subject matter experts and the project/vendor teams; and
Actively supporting the agency, project team, selected vendor and other key stakeholders to ensure the success of the new solution.

Minimum Requirements
Experience with large and complex enterprise system implementations with more than 1000 users
Five (5) years of information technology experience such as consulting, analyzing, designing, managing projects, or providing customers with technical support and consultation
Five (5) years of direct experience in performing business analysis functions including:
Elicitation and documentation of business requirements, user centered design, development of design documents, use cases, user acceptance testing, and training materials
Acting as a liaison between business and technical staff
Performing critical analysis of complex systems and business processes, functions, inputs and outputs and visually documenting those processes
Effective oral communication skills, effective presentation skills, ability to conduct effective interviews, effective listening skills, ability to resolve issues, effective written material, logical organization, concise and readable
Experience in using process diagraming tools such as Microsoft Visio.

Desired Requirements
Hold a Certified Business Analyst Professional (CBAP) certification
Hold a Certification of Competency in Business Analysis (CCBA) certification
Hold an International Institute of Business Analysis (IIBA) certification
Experience in the analysis, documentation, and implementation of a Washington State implementation and/or of a time, leave and scheduling management system.


Place of Performance:
The majority of work is expected to be performed at DSHS/OB2 1115 Washington St SE Olympia WA or DSHS Western State Hospital (WSH), 9601 Steilacoom Blvd SW, Lakewood WA, the Business Analyst resource is required to be on-site during regular business hours (8am to 4pm, Monday through Friday
