Period of Performance The period of performance of any contract/work order resulting from this work request is 3/1/2018 through 5/31/2019. Amendments extending the period of performance, if any, shall be at the sole discretion of DNR.

Scope of Work

The scope for this effort is to gather user stories and document workflows for the releasable functionality objectives for the Forest Practices Online system (listed below):

o Provide a Forest Practices online portal with functionality to provide one stop access to all Forest Practices products and services.

o Provide a user-driven Forest Practices notification subscription service.

o Provide the ability to complete, submit and manage Forest Practices forms and maps online, including the ability to accept electronic signatures and submit and track electronic payments for fees and the ability to upload map data from an external

Geographic Information System (GIS) or Global Positioning system (GPS

o Provide improved GIS data management making Forest Practices data available and useable for the entire department.

o Provide enhanced reporting capabilities to include ad-hoc reporting.

Required activities are as follows (although vendors may suggest alternative, additional or more specific deliverables based on the process they suggest):

o Review existing documentation (includes high level workflows and requirements at a level previously needed for RFI’s)

o Determine user classes

o Conduct interviews, requiring strong facilitation skills to be clear about purpose of meetings and keep everyone on track and at the appropriate level of detail

o Develop workflows and user stories at a sufficient level for submission of RFP’s to begin an implementation phase using agile methodology

o Review and finalize workflows and prioritize user stories

o Research other state and federal systems

o Research vendor solutions including software licensing, hosting and maintenance costs for long term support

o Conduct options analysis and alternative solutions (costs, benefits, pros, cons) that will be used to inform a decision package to be submitted in the next biennium.

o Develop a project plan that clearly identifies due dates for deliverables and regular status reports to project director
