Job Description:
The New York State Department of Health (NYSDOH) Division of Epidemiology’s Statistical Unit is charged to maintain and enhance the statewide Electronic Clinical Laboratory Reporting System (ECLRS), the Communicable Disease Electronic Surveillance System (CDESS), and the Electronic Syndromic Surveillance System (ESSS These are mission critical electronic systems to effectively monitor and respond to over 75 reportable diseases and to other public health emergencies and inform statewide policy decisions. NYSDOH needs to enhance ECLRS & CDESS to monitor and respond to acute and chronic cases of Hepatitis C, share information, make policy decisions to increase access to medications that can cure Hepatitis C and expand programs to connect New Yorkers in high-risk communities with Hepatitis C prevention, screenings, and treatment services. This project will: 1. Improve lab mapping of Hepatitis test results; 2. Automate the transfer of Hepatitis laboratory from ECLRS to CDESS; 3. Develop a Hepatitis registry, including matching algorithm and merging functionality, to track chronic cases over time; and 5. Develop data extracts for monitoring program efforts.
Communicate with business users regarding requirement specifications, testing, and answering questions.
Complete all system and business documentation for the Hep C elimination CDESS/ECLRS projects
Attend applicable meetings related to the Hep C elimination project
Track and document project progress
Develop user acceptance test plans
Work with business users during user acceptance testing process.
Assist with the development and maintenance of materials documenting standard operating procedures of new tools and functionality in CDESS/ECLRS.
Perform general data analysis and generate reports to support data quality improvement activities
Assist with the development of HL7 extract files
