Location : Downtown – Colorado – Rate : $50/hr 60/hr on C2C

Primary responsibility will be to capture the workflows used to track the inmate health check process, which is currently a manual process, and convert to requirements and use cases which will be used for a software solution RFP.

Manager would like to find a senior BA who has worked on new system development, or a replacement system project, he feels the experience will be helpful when replacing a manual system with an automated system.


The Sr. Business Analyst role, as a representative of the City and County of Denver’s Technology Services, will work with the Denver Sheriff Department to evaluate and document their workflow to build requirements for an Electronic Health Record (EHR) System. The workflow consists of inmate health checks and other medical services provided at the Denver Sheriff Department Jail facilities.

The scope of the documentation will include potential integrations with Denver Health and Hospital Authority, the Denver Jail Management System, and other systems across the City in which data integration is necessary. The documentation will result in a Request for Proposal process submitted to EHR vendors for potential purchase of system.

Expected Responsibilities: •

Requirements engineering (business, stakeholder, solution and transition levels)

Business process design and documentation (workflow modeling, BPMN experience a plus) o Analysis of existing processes (as-is modeling) and ability to bridge to-be state processes

Business, Functional, and Technical Requirements Gathering & Documentation

Development of proof of concepts with the Jail Management System software

Participation in the city’s Request for Proposal process

Issue Tracking & Resolution

Other duties as assigned

The ideal candidate will:

Have an excellent professional attitude with strong interpersonal communication, facilitation and presentation skills • Have strong and proven background in developing analysis artifacts, such as Process Maps, Requirements Documents, integration diagrams

Be highly capable in conflict resolution and negotiation

Have experience implementing and/or consulting on multiple Electronic Health Record systems. Knowledge of user functionality and system integration is necessary

Have experience working with safety agencies, particularly law enforcement.

Be willing to work in a law enforcement setting.

Experience in operating as a Business Analyst / Product Owner in an agile framework (such as Scrum)
