We have an urgent requirement for Business Analyst with our direct client

Position: Business Analyst
Duration: 6 months with extension possible
Location: Carson City, NV

1. EXPERIENCE AND SKILLS REQUIRED – listed in order of importance
Consultant must have:
The capability to perform the functions described in Section 13, Scope of Work;
A Bachelor’s degree from an accredited college or university with major course work in:
Computer science; or
Management information systems; or
Closely related field.
Seven (7) years of progressively responsible professional IT experience relevant to the duties of the position which may include:
Systems and business process analysis and requirements gathering;
Project management coordinator experience including coordinating and facilitating meetings;
Documenting action items and issues;
Reviewing and updating deliverables;
Maintaining project tracking documents and/or applications analysis;
Configuration;
Testing, and
Training, preferably three (3) years of which were in a senior-level system and business process analyst position.
A minimum of five (5) years’ experience gathering requirements, preferably for behavioral/substance abuse health management systems, specifically treatment and billing;
A minimum of three (3) years’ experience working within a governmental organization;
A minimum of two (2) years’ experience developing system requirements, system administration and development and delivery of training;
The ability to work with vendors and State agency management and staff to determine and document current and future system, interface and business requirements;
The ability to develop a comprehensive business and systems requirements through the successful collaboration with and coordination of activities between internal and external stakeholders and vendors to determine and document all requirements;
The ability to effectively utilize standard project management tools to create and communicate project documentation related to systems analysis, requirements and training; and
The ability to communicate clearly and effectively both written and verbally in English.

2. EXPERIENCE AND SKILLS DESIRED – listed in order of importance
Certification from the Project Management Institute (PMI) as a Professional in Business Analysis (PMI-PBA) or an equivalent certification.
Senior-level system and business process analyst responsibilities, work from which is or was ultimately used for the implementation of comprehensive health systems.

3. PROJECT OVERVIEW
The Nevada State Division of Public and Behavioral Health (DPBH) will purchase and implement a commercial off-the-shelf (COTS) web-based hosted solution for an Electronic Health Record (EHR) system to improve its behavioral health data collection and reporting. This solution will satisfy mandatory federal government reporting requirements for the planning, administering, and monitoring of Inpatient and Outpatient Behavioral Health Treatment Programs, Prevention Programs, and Federal Grant Management programs. This will include tracking and reporting:

3.1 Of opioid abuse;
The provision of a platform for Treatment Episode Data Set/National Outcome Measures (TEDS/NOMS) and block grant data collection for treatment and prevention services;
The provision of a mechanism to manage fiscal and contract/grant funding that the State contracts to its providers in the community, as well as bill Medicaid; and
Provide the ability for providers to submit a minimum data set to the Web Infrastructure for Treatment Services (WITS) repository so that the State has the data to report on in the future.
The consultant will be engaged to define and document the business processes, requirements, workflows and system configuration for the WITS system; consult with State Providers of Treatment and Recovery Services and State Prevention Coalitions to perform requirements gathering, systems configuration, testing, and training of the WITS system.

4. SCOPE OF WORK
Consultant must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State.
Define and document all system-wide internal and external business and functional and technical requirements necessary to implement the standard WITS System;
Collaborate with internal and external stakeholders to gather and document all requirements relating to existing business processes, requirements, workflows and extracts;
Research and document all Federal, State and agency program system requirements including comprehensive security requirements;
Data Reporting Repository: Work with State Provider electronic health records vendors to complete data mapping, test, and implement the Centralized Data Repository (CDR);
WITS Prevention: Work with State Contracted Coalitions to gather requirements, configure, test, and train the users, participate in the Go-Live and continued Tier 2 application support; and
WITS Treatment and Contract Management/Billing: Work with State Contracted Providers to gather requirements, configure, test, and train the users, participate in the Go-Live and continued Tier 2 application support.

5. DELIVERABLES
Consultant must provide the following based on the agreed upon project plan/schedule.
5.1 Completion of all tasks listed in Section 13, Scope of Work; and
5.2 Weekly status reports to include, but not be limited to:
5.2.1 Overall completion status of the project in terms of the approved project plan and schedule;
5.2.2 Problems that were encountered and proposed/actual resolutions;
5.2.3 Issues that need to be addressed;
5.2.4 Accomplishments during the period; and
5.2.5 Activities to be accomplished during the next reporting period.
