Required Skills: (84+ Months)
Minimum of 84 months experience eliciting/extracting detailed business requirements from customer/project stakeholders or system artifacts.
Minimum of 84 months experience in obtaining and writing business, user and functional requirements, use cases, process models, workflows, creating screen mock ups, report mock ups, and technical documents with attention to detail
Minimum of 60 months experience developing/maintaining test plans and detailed test cases, executing those tests, validating test results, and logging/tracking related defects.
Minimum of 24 months experience with automated testing or experience using HP Quality Center
Minimum of 24 months experience designing user interfaces using tools such as Balsamiq or equivalent.

Description:
The Division of Homeland Security and Emergency Services is seeking to implement a software learning management solution that can address the unique needs of non-NYS employees for the tracking of coursework and certifications specifically related to the Office of Emergency Management, Office of Fire Prevention and Control and the State Preparedness Training Center.

Responsibilities:
This is a Business Analyst position, the individual in this role will be a key contributor to the analysis and implementation of an agency wide (COTS) Learning Management System.
The individual will be expected to function effectively and produce valuable contributions working both independently and in collaboration with other Business Analysts.
To succeed in this role, the individual must have a natural analytical way of thinking and be able to explain difficult concepts to non-technical users.
The responsibilities of this Business Analyst position include:
Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions.
Leading ongoing reviews of business processes and developing optimization strategies. (i.e., the discovery of the “As-Is” process and developing the desired “To-Be” solution)
Conducting meetings and presentations with stakeholders to learn, share ideas and findings. Afterwards, compiling critical information and producing meaningful reports.
Performing requirements analysis and producing the appropriate Business Analysis deliverables including: Business Requirements Documents, System Requirement Specifications, Use Cases/User Stories, Data Flow and Business Process Diagrams, and QA Test Cases.
Performing QA and User Acceptance testing; ensuring that developed solutions meet business needs and are implemented correctly based on all documented requirements.
