Project Description:
The objective of the 3209 Automation quick win project is to provide a solution to the manual, paper-based process for case supervisory review throughout the Upstate social services districts. The LDSS-3209 authorization form (3209), a 14 ¾ X 11 size, four-part document with nine numbered sections and over 200 data fields, is used to provide an internal control tool to support supervisory authorization of all non-services transactions. The requirement to print, review, sign, scan, upload, and file 3209s every time a change is made to any data field has proven to be a significant burden for district staff. To improve this process, ITS is developing an in-house standalone application.

Responsibilities:
Under the direction of the Functional Lead, the Business Analyst- Policy will responsible for supporting the planning, coordination and implementation of IES activities to ensure effective stakeholder engagement compliance with federal, state and agency-specific data-related policies and/or regulatory obligations.
Business Analyst will be responsible for supporting the team in defining business rules, functional, non-functional and technical specifications to meet business needs for the project; creating, reviewing, and maintaining artifacts; and working across the project teams to ensure organizational standards are met across the enterprise.
Duties include, but are not limited to: Collect, document, map, and analyze business process and system dependencies; Research, track, and validate policy needs for the conceptual and architectural design; Support the development of data, policy-related work products and communication efforts; Ensure that business requirements conform with state and federal requirements including, but not limited to policies, procedures, laws and regulations; Liaise with the IES stakeholders and program teams to provide support, technical assistance and strategic planning; and; Other duties as assigned.

Required Skills:
84 Months of Experience in policy research and analysis.
48 Months of Experience with human services and healthcare programs.
48 Months of Experience in stakeholder engagement and coordinating and facilitating policy and legal discussions.
84 Months of Experience in business analysis conducting business requirements elicitation, validation, and analysis.
12 months of experience in NYS/NYC government.
12 months experience with technology delivery for human/social services applicants and recipients.
