Job Description :
Senior Level Programmer/Analyst:
The Washington State Patrol (WSP) manages several computer information systems, including the Statewide Electronic Collision & Ticket Online Records (SECTOR) system, administrative systems, and other criminal justice systems. SECTOR is a state-of-the-art technology incorporating all standards and requirements as established by the Legislature, the Uniform Infraction & Citation Committee, and the Police Traffic Collision Report (PTCR) to support multiple agencies involved in traffic enforcement and collision incident response. The Application Development and Support Section (ADSS) of the WSP Information Technology Division develops applications using Microsoft technology written in C#, SQL Server, and related tools.

SCOPE OF WORK
The selected Contractor(s), utilizing WSP subject matter expertise and support as needed, shall provide technical development services as follows:
Under the direction of WSP technical staff, research and make technical functional changes to ADSS systems, conduct unit testing, system testing, correct bugs, and make system changes.
Provide user and technical documentation.
Knowledge Transfer from Contractor to the WSP.

Responsibility:
Design and develop (change) software modules.
Document test plans and acceptance criteria.
Identify and fix software defects.
Provide as built documentation.
Follow WSP framework development standards, OCIO security standards, best practices, and identified technology, including code reviews of all application code.

CANDIDATE QUALIFICATIONS
Senior level programmer with 5+ years recent and relative experience in the following:
Microsoft ASP.NET MVC Framework
Web site development (HTML 5, CSS 3, Bootstrap, AngularJS, Knockout.js, and responsive web design)
WebAPI and RESTful web services
CNET programming language
VB.NET programming language
Extensible Markup Language (XML)
Microsoft Entity Framework
Structured Query Language (SQL)
SQL Server Integration Services (SSIS)
SQL Server Reporting Services (SSRS)
Team Foundation Server
Object Oriented Programming
Developing technical documentation

At least two years’ experience in the following:
Visual Studio 2015 or above
Agile development methodology
Test driven development
Criminal Justice Experience
