The Department of Information Technology (DoIT) working with the County Executive’s Office of Performance Management (OPM) has implemented a government performance management (GPM) program to improve county service delivery though data driven decision making, business analytics and enhanced operations. DoIT is responsible for implementing and managing the technology platform to support the program and the OPM is responsible for administering the GPM program across county departments.

Minimum/General Experience:

10 or more years of experience designing and campaigning business intelligence solutions.

Functional Responsibility:

Expert in single or multiple technical disciplines. Provides Expert guidance and insight into Datawarehouse technologies and their application and independently performs a variety of Datawarehouse design and integration tasks where a specific subject matter expertise is necessary. Plans and performs research, design assessment, development, integration and other assignments in a specific technical area. Supervises broad team of Datawarehouse experts. Responsible for highly complex technical/engineering areas. May perform other duties, as assigned.

Minimum Education:

Bachelor‘s Degree in Computer Science, Information Systems, Engineering, or other related scientific or technical discipline.

The scope of this effort includes services necessary to provide a full range of business intelligence services.  Primarily, but not exclusively, services provided will focus on the evaluation of data for the purposes of properly extracting, transforming, and presenting the data into the STAT program and Sisense BI platform.

All services provided and products delivered must comply with the Government security, Section 508 and architecture requirements.

The contractor must have demonstrated corporate experience and provide support staff meeting the following requirements:
 Proven experience analyzing data for the purposes of developing dashboard reporting;
 Proven experience working with business users to developing requirements documentation;
 Proven experience working with a wide array of RDBMS’ including Microsoft SQL Server, Microsoft Access, Oracle, Progress, and MySQL;
 Proven experience developing extraction, transformation and load (ETL) routines to populate data warehouse and data marts;
 Proven experience with data mining and data analytics;
 Understanding of key performance indicators (KPIs) and methods to implement;
 Functional knowledge of the Sisense Business Intelligence technology stack;
 Proven experience developing business intelligence reports in Sisense


Suffolk County anticipates award of a labor hour contract type. The labor category required for these positions is a BI Specialist with a minimum of 5 years’ experience and hourly estimates equal to 960 hours for a period of six months. The contractor may quote an alternate labor category as long as proposed personnel have the required certifications.  The contractor is responsible for providing all personnel and materials necessary to perform in accordance with the SOW.
