Job Description:
All work products resulting from the project shall be considered “works made for hire” and are the property of the TXDMV. TXDMV may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TXDMV will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s
The TxDMV is responsible for vehicle registration, titling, and licensing; issuance of motor carrier operating authority; motor carrier enforcement; licensing of vehicle dealers; and awarding of grants to law enforcement agencies to reduce auto theft and increase public awareness. There are over 400 FTEs located at TxDMV headquarters in Austin and 16 regional offices across the state. TxDMV partners with the county tax assessor-collector’s in the state’s 254 counties to provide service to approximately 21 million customers.

The Worker shall provide the following services:
1. General Tasks
A. Review, modify, and test existing J2EE for the RTS and IVTRS web applications.
B. Code and test new programs using J2EE, in accordance with TxDMV standards.
C. Develop test plans for all phases of testing.
D. Write specifications based on user requirements.
E. Document programs.
F. Participate in integration and systems tests.
G. Gain approval of each deliverable in a meeting/walk-through environment.
H. Create design documentation.
I. Provide support during non-standard business hours.
J. Assist in the design and development of changing the RTS and IVTRS applications to updated technology methods, as assigned by TxDMV management.
K. Use experience and judgment to plan and accomplish goals.
2. Problem Resolution
A. Diagnose production problems and perform resolutions.
B. Assist internal and external users in their production problem diagnosis and resolution.
3. Training
A. Train and document sufficiently to enable TxDMV personnel to provide maintenance and ongoing support to any code written during project assignments.
B. Log and document problems and solutions.
C. Provide on-the-job-training in problem resolution techniques.
4. Prepare and provide weekly project status reports to the RTS application manager(s) and other management.

WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
8 Experience working effectively in a project team environment
3 Experience serving as a developer/analyst for highly complex client/server applications
3 Experience developing program specifications and test plans
3 Experience programming in J2EE
2 Experience programming with JSPs
2 Experience programming with Struts 1
2 Experience with JAVA Web Services
1 Experience performing Web design
Strong Communication, analytical and interpersonal skills

Preferences:
Years Skills/Experience
Bachelor’s or Master’s degree, including minimum of 12 hours in management science, computer science, information systems, and/or data processing
1 Within the last 3 years, experience using XML
1 Within the last 3 years, experience with Linux and scripting
1 Within the last 3 years, experience developing Mobile Device Applications
1 Within the last 3 years, experience with Eclipse developer tool
1 Within the last 3 years, experience using LDAP
