Required Skills:

60 Months of Experience managing large, complex IT projects, with multiple teams from different IT organizations.
60 Months of Experience in managing enterprise IT projects with a minimum of ten project team members in each project
60 Months of Experience in developing and maintaining formal project schedules in Microsoft Project, including tracking progress and variances against baselines
60 Months of Experience in managing projects using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well defined and documented processes, templates, and guidelines for all project phases, the adherence to which is required and managed by a formal Project Management Office.
60 Months of Experience in managing complex software implementation projects or in-house application development System Development Life Cycle (SDLC) projects.
36 Months of Experience in facilitated elicitation and documentation of complex business requirements.
12 Months of Experience in managing large scale, complex IT projects for Government agencies
12 Months of Experience in managing projects involving multiple government agencies or public sector teams
Degree in Computer Science (Computer Information Systems, Telecommunications, Management Information Systems or Information Security)

Project Name: Enterprise Business Solutions (EBS) - Program and Portfolio Management Office (PPMO) – Higher Education Services Corp (HESC)

Description:
Enterprise Business Solutions program delivers multiple critical solutions, using both legacy and cutting edge technology, and providing seamless customer experience. The program has multiple projects included for HESC. Based on Governor’s Office priorities, there are crucial initiatives that benefit New York State higher education, that are part of HESC PPMO portfolio. The Enterprise Business Solutions (EBS) program is very focused on providing business solutions for such initiatives, and emphasizes customer experience and will leverage enterprise ITS standards to provide seamless system experience for users.

Responsibilities:
Work closely with the project’s business functional areas involving HESC agency, technical teams, ITS enterprise partners, and vendors in defining project priorities, scope, approach, resource requirements and allocation, schedule, deliverables, and funding.
Provide leadership and direction to the program’s project teams on day to day project tasks.
Develop the program’s formal project plans specifying goals, strategy, dependencies, scheduling, identifying risks, contingency plans, and allocation of available resources.
Drive standards and procedures for project reporting and documentation for several projects being managed within EBS HESC program.
Identify, schedule and manage project deliverables, milestones, and required tasks.
Assign tasks and responsibilities, and drive accountability to project team members.
Direct and coordinate complex business requirements deliveries involving multiple teams.
Direct and coordinate activities of project resources to ensure project progresses on schedule and within budget.
Track project-related costs and expenditures.
Facilitate project meetings, executive status conferences and recurring status meetings by defining agendas and running meetings effectively.
Aggregate status updates from project team members, track schedules, and manage risks and issues as required.
Prepare executive project status reports and keep the team and management informed of project status and related issues, resolving and escalating as necessary.
Coordinate partner teams’ activities by monitoring and tracking deliverables and commitments where relevant.
Manage scope and the change request process, coordinating decision process of scope and budgetary impact of changes from original specifications.
Track and maintain project and technical documentation.
