LABOR CATEGORY DESCRIPTION:

A Senior Web Designer should have extensive experience with the use multiple different web tools to determine best approach for web page creation, operations, management, and maintenance. Create overall management strategy and oversee implementation. Should have up to date knowledge on all current software tools available. Should have extensive experience in working with customer requirements and creating web sites. The senior web designer should be able to assure the over all look and feel of a web site and create a management strategy for keeping content fresh and up to date.



The Contractor shall:

Participate in multi-functional project planning sessions with team members, members of the
business unit(s) and requirements analysts to analyze requirements and provide design
recommendations. All recommendations shall be provided to the COR/VA PM(s) prior to any
implementation or changes.
2. Collaborate with technical and business stakeholders and assist in the coordination of activities
with other groups and departments.
3. Work with project teams to define, design, implement and manage complex project deliverables.
4. Translate high-level business needs, cases and models into detailed design specifications. All
technical documentation shall be provided to the COR/VA PM.
5. Use Oracle or SQL Server Databases and .Net or PHP or JAVA software technologies to develop
Internet and intranet web services and web page applications.
6. Prepare and present status updates for projects. Assist in managing small projects.
7. Design and develop new software applications and modifications to existing software
applications and modules in accordance with specifications and industry standards.
8. Develop and design new cross-functional software systems using disciplined software
development processes (i.e. prototyping
9. Recognize and apply recurring development patterns within the functional area of responsibility
in order to foster increased efficiency in systems development. Maintain code reuse library.
10. Coordinate and manage the development of enterprise distributed systems through the use of
modular and object oriented techniques.
11. Conduct and design complex systems integration testing activities and implement multiple
application modules the team has developed or modified, ensuring the application meets the
needs of the business client.
12. Provide Tier III support to National Help Desk within their area of expertise and supports issues
in their area referred by system developers.
13. Research new and emerging technologies. The Contractor shall work with Contractors to
understand technology. The Contractor shall provide input to enterprise technical strategy and
makes recommendations for new tools, technologies and platforms to be included. All
recommendations shall be provided to the COR/VA PM prior to any implementation or changes.
14. Maintain Technical Architecture Standards for enterprise-wide implementation.
15. Maintain Technical Quality guidelines and standards for enterprise-wide implementation.
16. Assist in training Government staff and System Developers as an SME.
17. Proactively work with Product Development, Service Desk, and other teams, ensuring that the
SDM knowledge base contains accurate and current lessons learned and “how to” information



BASIC QUALIFICATIONS: (Specific to the actual work to be performed)

Basic Qualifications:
5 years senior-level experience
Engineering, Computer Science, or related scientific /technical discipline,

Bachelor’s Degree or 8 additional years of experience in lieu of degree
Desired Skills:
ASP.Net, C#, VB.Net, JavaScript, MVC, JQuery, PL/SQL, T-SQL, TFS, MS Reporting Services, or Ajax. The candidate should have at least 5 years direct experience developing web application software using ASP.Net C# and/or VB.Net.
The candidate should have experience with Visual Studio 2013 (and later versions) and have experience with a code repository, such as TFS or Visual SourceSafe.
MINIMUM EDUCATION/ MINIMUM EXPERIENCE REQUIRED: (Pulled directly from Prime Contract Labor Category Descriptions)

Bachelor’s Degree/5 years’ experience Computer Science, EE, or Business Administration. 8 years additional relevant experience substituted for education.
