Title: Lead Performance Tester
Location: Columbia, SC
Contract duration: 12 months (Strong possibility of extension)

General:
Analyze and test software to ensure that products meet design specifications and are within total quality management limits and standards. Participate actively in the entire software development life cycle. Develop quality standards through participation in initial software development stages. Test software in later stages of development for reliability and accuracy. Document processes and test outcomes. Communicate with product developers and technical support specialists on software issues. May develop customized test procedures for the organization''s products. Recognized as advanced individual contributor. Considered subject matter expert within discipline. Conducts highly complex work critical to the organization. Works without supervision with extensive latitude for independent judgment. May assist less experienced peers. Typically requires 5-7 years of experience or equivalent combination of experience and education.

Scope of the projects:
SCDHHS is the State Medicaid Agency for South Carolina. This project is focused on the replacement of the State’s Medicaid Management Information System (MMIS The project is a major undertaking for SCDHHS and requires major transformation of culture, processes and technology. It also supports the Department’s transition from primarily a fee-for-service payer of claims towards a program and policy driver for health outcomes primarily through managed care programs

Daily duties / responsibilities:
The South Carolina Department of Health and Human Services is seeking a consultant to act an Quality Assurance Analyst (Performance Tester This consultant must be a skilled professional with a deep level of performance testing and application tuning experience who can work independently and alongside project team members, State agency representatives and all impacted Third Party vendors. The following duties will apply for this position:
Responsible for the performance testing for monthly releases, small enhancements and major projects to ensure compliance to the SCDHHS TCOE standards
Assist SCDHHS with the strategy, configuration, implementation, and standardization of the agency selected Performance Testing framework, tools, and environments
Develop Performance test plans and strategies tailored for each project or system.
Develop realistic workload models that mimic production system activities, load and usage.
Lead large performance testing efforts of 15+ stakeholders including testers, dba''s, admins, etc.
Monitor all servers, batch jobs and performance metrics during the performance each performance test event.
Provide metric backed performance tuning recommendations to both infrastructure and applications teams.
Manage and monitor the regression and performance test documentation, SDLC documentation and risk related materials.
Define, implement, and evangelize performance testing best practices, processes, and policies which are established internally and by applying industry best practices.
Re-enforce adherence and consistency within and across SCDHHS departments through audits
Become the “Trusted Advisor” for both OIM and business partners in the quality assurance arena.
Oversees the performance Test Planning Resource Estimation & Allocation Request
Ensures appropriate allocation of Performance Testing Resources for project coverage
Approves the "High Level" and “Detailed” Performance Test Estimates from both vendor led and internally led projects
Develop, execute and maintain a Test Management Plan;
Develops Test Resource utilization & capacity metrics.
Maintains the TCOE framework and repository to ensure processes, procedures, and templates are current and in accordance to the SCDHHS PMO Governance standards
Estimate the testing to be done and negotiate with management to acquire the necessary resources;
Ensure test environments and test data are in place before test execution and managed during test execution;
Co-operates with the State and project team(s) as required; maintains awareness of testing alternatives at a level where they can be analyzed and the most effective testing strategy selected and agreed;
Provide progress/status reports on testing activities to Management;
Ensures that any risks associated with the selected test strategy and the test plans are clearly documented and described to the State and project team(s Manages all risks associated with the testing and takes preventative action when any risks become unacceptable
Plans, arranges and controls meetings and relations with the State and project team(s) during test planning and throughout subsequent development and testing activities. Takes responsibility at a high level for the proper conduct of such relations
Provides oversight/approval of vendor unit/system integrated test plans and test results

Required skills (rank in order of importance):
10 years’ experience industry knowledge of Software Testing theories and best practices
10 years of experience in Performance Testing and Performance Engineering Domain
Direct experience in application/system Bottleneck discovery for both System tuning and application tuning.
Must have direct experience Orchestrating large performance testing efforts of 15+ stakeholders including testers, dba''s, admins, etc.
Experience with Rational Performance Tester is preferred or equivalent tool like LoadRunner, SilkPerformer, Blazemeter, etc.
Must be an expert in developing performance test strategies including formal planning, design, workload modelling, and capturing of non-functional requirements for testing.
Must have experience in application and system monitoring for the purposes of bottleneck discovery at all infrastructure tiers like Web, DB, App, Network, etc.
Must have experience in performance environment preparation, test data preparation and intake testing.
Batch performance analysis and processing experience is required.
Experience with deep diagnostics tools like Wily IntraScope or Dynatrace is a plus.
Experienced in providing Tuning Recommendations as a result of the performance test events.
Demonstrates ability to understand software requirements

Demonstrates effective communication, both orally and in writing, with subordinates, colleagues, clients and customers at all levels, both formally and informally
Demonstrates ability to develop test scripts/scenarios from business process models, use cases, requirements and business rules

Ability to acquire an understanding of the underlying issues in complex problems or situations by correctly relating these to simpler or better understood concepts, models or previous experiences.

Preferred skills (rank in order of importance):
Familiar with Medicaid Information Technology Architecture (MITA)
Familiar with Medicaid Enterprise Certification Toolkit (MECT)
Commercial insurance and/or health care data experience
IBM Service Manager
ITIL knowledge
Experience with IEEE, ISO
Programming knowledge is a plus
Public sector experience is a plus
Project Management skills are a plus

Required education:
Bachelor’s degree in a technical, business, or field. Master’s degree is desirable. Years of experience can substitute for formal education.
