This individual will apply scientific principles and techniques to budget and plan for investment projects and monitor costs throughout the project lifecycle. The cost engineer will work to get the best balance between cost to the client, quality and timely completion of the project . Required 10+ years experience. CONTRACT COST COORDINATOR

POSITION DESCRIPTION

Position Summary

The Cost Coordinator will provide financial analysis and cost support as a key member of the Project Team he/she supports. The employee will work with Project Managers, Project Directors, Project Controls, Engineering Financial Services and Key Stakeholder groups to gain an understanding of project requirements in order to provide insightful cost management and proper execution of project planning/forecasting tools. The employee will adhere to Project Cost Control Policies and Procedures for requirements including, but not limited to, monitoring, preparing and reporting capital costs in monthly forecasts, cash flows and estimate at completion (EAC) costs for duration of a project.

Duties and Responsibilities

Financial Analysis

1. Implement and utilize the cost forecasting/reporting protocols with project teams based on project cost control guidelines (i.e. Cost Control Policy & Procedures This includes adherence to the Project Controls Plan and use of the Cost Forecasting System for all projects in the development and fully awarded project funding authorization (PFA) lifecycle phases.

2. Work with various Project Managers, develop project expenditure plans and provide project cash flow schedules to Business Development for use in economic analysis.

3. Provide accurate cost variance analysis of project forecasts and cash flows based on established comparisons of PFA, annual budget, control budget, estimate to complete (ETC), and estimate at completion (EAC) at multiple levels of the detailed financial work breakdown structure (WBS

4. Analyze project budgets, cost forecast and cash flow reports. Identify issues and trends for Project Managers and Project Control Coordinators and help resolve them.

5. Interface with all Functional/Stakeholder areas (i.e. Construction, ROW, Procurement, Construction Outside Services, Legal, Transmission, Public & Governmental Relations, Design, Environmental) with regards to ensuring completion of monthly accrued costs, ETC, cash flow, commitments, burn rates, and other potential project information necessary for thorough project analysis, monitoring and control.

6. Prepare annual project budgets as required by corporate capital budget guidelines.



Capital Project Cost Reporting

1. Provide project capital cost and cash flow support to Project Managers, Directors, and Project Control Coordinators.

2. Provide monthly cost forecast, cash flow, and variance reporting on the Capital Projects to the Engineering & Construction Financial Services group.

3. Prepare monthly project cost forecast reporting that includes incurred, estimate to complete (ETC) and estimate at completion (EAC) costs by multiple levels of the financial WBS during all project lifecycle stages for the Project Team.

4. Ensure cost reporting/forecasting for each lifecycle stage of the project is aligned with corporate objectives and reviewed for the PFA cost control overrun threshold defined by the corporate policy.

5. Interface with Engineering Financial Services group during all project lifecycle stages to ensure consistency of information while reporting quarterly accruals and making cash projections.

6. Utilize Cost Forecasting System and SAP to produce cost reports.

7. Assist in Project Change Notice process as defined in the Project Controls Procedure.

8. Prepare regulatory cost reporting (e.g. Exhibit K and special requests

Project Accounting Support

1. Secure work orders for Project Managers as required to capture project costs and monitor expenditures and forecasts on a monthly basis against approved PFA and work order authorizations.

2. Support the Project Mangers and in reviewing, checking, processing and coding project monthly invoices.

3. Prepare financial work breakdown structure reconciliations and journal entries for project cost coding corrections.

Basic Qualifications

Bachelor’s degree in a financial discipline, engineering, or technical field with a minimum of 6 years experience; OR 9 years of related experience in lieu of a degree;

Experience in pipeline related projects is preferred;

General knowledge of project scheduling and contracts;

Understanding of basic accounting principles – accruals, allocations;

Specific knowledge and experience in project cost controls and cost management processes and issues;

Familiarity with the best management practices for cost controls and cost management process;

Ability to be effective within a matrix organizational structure;

Ability to understand and implement cost controls and cost management activities;

Desired Qualifications

AACEI membership;

Specific knowledge and experience in cost control and issues related to pipeline and plant facility projects;

Familiarity with best management practices for project cost control, forecasting and reporting;

Ability to understand and implement processes for project cost control;

Ability to manage multiple tasks and to work with a reasonable level of supervision;

Ability to communicate and interact effectively in a team environment as well as a matrix organization;

Excellent organizational skills; Skills in both informal and formal presentations;

Computer skills using Microsoft Office products that includes high level of proficiency in Excel as well as SAP and EcoSys;
