Job Description :
Sr. IT PM - Justice Commercial-Off-the-Shelf (COTS) Applications (ISD–FY17-REQ-123)
Travel: Within County of Santa Clara, CA

Responsibilities:
Ensures that the COTS project is delivered on time, within budget, and to customer specifications;
Plans and oversees COTS project to completion; identifies scope and objectives;
Identifies deliverables and establishes schedules and timelines; assigns work to the project team members;
Identifies project resources and skill level of necessary resources;
Meets with County Stakeholders to establish goals, priorities, major work schedules;
Tracks and reports status of projects, including timelines, schedules, risks and resources;
Facilitates the resolution of complex problems, by meeting with County Stakeholders, vendors, and technical staff to identify problems and potential solutions; revises project plans to reflect changes;
Develops cost and budget analyses;
Participates in the development of and advises management on information technology strategy and technology deployment;
Performs other related duties as required.
Skills Requirement:
Principles and practices of configuring and implementing commercial off the shelf applications;
Concepts related to an application backup and recovery of files;
Computer software used to manage projects;
Principles and practices of technical problem solving;
Team dynamics and team building;
Strong written and verbal communications skills;
Strong meeting organization and facilitation skills;
Proven ability to work independently and in a fast-paced, multiple-priority environment;
Understand highly complex information technology systems and methodologies;
Ability to work effectively with County stakeholders and executive management;
Ability to effectively communicate resource needs and project issues with management and COTS vendor;
Understanding of system integration strategies;
Ability to work closely with agencies and departments to assist with operational change management and technical system implementation.
Design, installation, and transition from project team to operations support of commercial off the shelf applications;
Knowledge of the criminal justice business environment
Experience Requirement:
At least (5) years of experience managing IT implementation projects
At least five (5) years of experience implementing commercial off the shelf applications;
At least five (5) years of staff supervision and management;
Good understanding of criminal justice systems;
Application Software testing;
Legacy application change management;
Information system integration;
Vendor COTS Contract Management;
PMP is desirable but not required.
Education Requirement:
Minimum Bachelor''s Degree. A Master''s Degree in Management Information Systems or a related field is highly desirable.
Work Logistics
Location of Work: Santa Clara County; various County and affiliated justice agency locations.
Days of work, hours and shift: 40 hours per week - will be flexible depending upon project requirements.
